And any reasons a non-techie person would care?

They wouldn't know recall exists, so wouldn't mind it
They get ads everywhere so they are used to it
They don't know the difference between a Microsoft account and a local account
They wouldn't know bitlocker is active, and when their old computer dies, they switch over and OneDrive gives them all their family pictures back so they see no problem.
