Is it because stuff takes a month to be shipped here from China, and all shipments were halted about a month ago when the tariffs were announced - meaning at best, we have another month before stuff picks back up again (if anyone will trust that tariffs will remain at their current levels)?

It'll probably be worse than that. It's not like factories in China were sitting around waiting for orders from the US, they moved on to other clients. They'll have to put orders in and wait in line, hoping the tariffs are stable, which is a huge gamble with this asshole in charge.
