Why doesn’t he want these detention centers in the US?

I’m guessing it’s cheaper if he just sends some money to these countries, than to keep them in the US?

Well historically when the US has imprisoned people outside of the US they've generally wanted to work around some rule that says they can't mistreat prisoners in some way. Like Gitmo and "enhanced interrogation techniques".
