Didn't they already try with Conrail?

Conrail should have continued as the government owning the rail and letting the other railroads use the track. As in, Amtrak should have been the rolling stock, and Conrail should have been the rail. It was not a nationwide railroad, but that owning it was the right thing to do. Selling it was the wrong thing to do. The government is constantly spending money with the railroads to maintain the rail and do upgrades.
