I don't get it
It's an old saying. The Empire had colonies all over the world so at any point in time it was day for at least one colony. Therefore the sun never set on The Empire as a whole.
The joke is making fun of that old saying, pretending it means there is no night for the British isles and all the sun is causing the temperature of the isles to increase.
I hope that's enough explanation to remove any humor from the joke.

Seeing as you seem knowledgeable what's up with the 'ring the bells' bit?
In a boxing match they ring a bell to signal the end of the round. He's saying he can't take the heat anymore. He's lost the fight. "Ring the bell already. I'm done. I can't take it anymore".

But you also ensure future jokes riffing on similar ideas will land better. ;)
Although the saying ends '...on the British empire', not the weird wording in the poster that no one would ever use.
I'd use it all the ways.
