Great for Thunder Bay, it's a bit pricy and maybe not the best compared to what we could get from other international (non-US) partners, but Toronto needs this.

Reading between the lines in the article, I think choosing a local plant helped secure provincial and federal money. Ford and Carney may be more willing to open their wallets if they can score some flattering 'elbows up' PR
