I don't think it's reasonable to avoid a car company for charging more for more horsepower. This has been the case for decades, they frequently offered the same engine in different variations.
The only thing that's new is that you can choose to pay the premium even after you bought the car.
The difference being you were paying for a variation, a change in the type or quality of the product. You received something different, something better, something that ostensibly cost more, so you paid more.
Now purchasers all receive the same product but its performance is reduced unless they pay them even more money. These transactions set an unfortunate precedent and should be resisted, not rationalized, lest they continue or intensify. If I buy 2 tonnes of mulch, I want to use all 2 tonnes, not 1.8 with an option to pay more to utilize the 0.2 I already bought and possess.
The precedent has already been set a few years ago.

You get the hardware, but can only access it's full potential if you cough up money each month. What's next? Advertisements in the center display? *glances at people gesturing wildly* WHAT?!
