It's a little sad that we need to actually say this, but:

I had to do something like this with my escooter, as the tiny wheels mean the rotor is a few cm from the ground and even the tiniest puddle would instantly coat them in water and mud.
Though my solution was just cutting up some random plastic crap I had laying around and taping it between the disk and the tire :p
But the performance difference sure was massive.
