Graphene is Pixel only and aims for privacy and security.
PMOS aims to bring Linux to the maximum amount of devices (phones, Chromebooks, tablets, QEMU) to give them a life beyond the manufacturer's support.
I would compare PMOS to LineageOS over Graphene.
