Simple answer is they gave the POTUS immunity for anything done while acting as president. How far that extends remains to be seen, as seemingly nobody has tried to prosecute Trump yet.

Currently he seems to believe he can do anything he wants. Presumably, once the government flips back to blue, the gloves will come off and they'll have plenty to charge him with. We'll see.
