Anarchy would naturally evolve into tribalism, which is even more effective at keeping outsiders away.

Who found out that this will happen? I wouldn't mind to have smaller administrative units than the empires we're dealing with now. Or, even better, we start understanding that we as a species share the rock we're living on and that the borders we worship are made up lines. Shared rock = shared problems. We can only outsource problems for so long, and immigration is one of these outsourced problems coming back to bite the rich Western world in the arse.
