Daylight savings doesn't matter. High Noon means whenever the sun is at the highest point in the sky. It's local, irrespective of official timekeeping.
And even if you do go by what the clock says, you change the clock at 2AM not 11.
Also, I don't think daylight savings existed at the time period of the comic.
