There's only 24 lanes on Intel
16 for GPU
4 for m.2
4 for chipset (USB 3/4, wired/wireless networking, Sata III, and additional m.2 all share the same bandwidth from these 4 lanes)
AMD has 28, but it's 8 lanes to the chipset iirc.
