That may be a lower number than the European average
yeah, somehow seems more expected compared to the rhetoric that gets constantly spewed and steers public debate.
It's not ideal, but you'd expect ~ 15% of people to be stupid and racist in a given democracy.
The study shows 17% 'strongly agree' but if you include 'somewhat agree' it shows 36% so your expectations were correct.
