how did he score fractional goals in 2006 and 2018?
It's per game. So if he won 1 goal during 2 games, that is 0.5.
Then the chart is mistitled. It needs to say average goals per game
... per world cup. I guess the fact that there is one data point per four years is a give-away...
Obviously one can figure it out, but that doesn't change the fact that the chart is mistitled. It's XKCD, this is the type of thing that the entire comic series is all about. They've specifically done lots of comics about mistitled charts
