Pla. Its been dried in dehydrator for 4 hours at 55

Ironing is off (seemed to be the same with ironing on)

Ive tried turning the temp down to 210

There is a prime tower and purging is set to 1x

Flow rate is 0.96

Aux fan is off

Relatively new nozzle (less than a couple months old and I dont print that often)

I dont know what other info might be relevant

Its not the absolute top surface though, the black icons are raised higher and those look fine.

Really at a loss. Does anyone have any ideas?

If your nozzle is extruding clean, unlevel bed like everyone is saying. Temps too high or low, cheap filament potentially, speed too high or low, work surface shifting under print movement. While I don't have experience printing, I have laser experience and when I get poor results it is often on of those. These systems somewhat go hand in hand. Fans are a major aspect for quality. The higher the airflow with lasers for the most part the cleaner the burn and contaminate free bed.
