Not sure about the broadband funding, but the Bipartisan Infrastructure Law and Hurricane Helene/Milton/Maui Wildfire special funding weren't overly strict, and those projects have been underway for a while. Sure, these are targeted at disadvantaged communities, but they're supposed to be.
