Yes they did provide the spec, algos, models etc but I was specifically referring to the design:

“The design process was fully automated,” Rubenstein said. “Then, when we were confident that a drone met all our criteria, we built it.”

I didn’t mean it as a slur, just a quick descriptor. I don’t think there have been any considerations towards practical use (eg. vision, directionality, control, sound), which is why I called it a toy.
