There is a mentally ill man who stays in the toilets for an hour, the manager calls the police, and when arresting the guy the cops punch him in the back of the head for no reason and beat him to death.

I'm not sure everyone knows that but they do know 911 and propaganda tells us the police will know what to do and do the right thing.

311 would almost certainly direct police at low priority.

Again I'm not sure everyone knew about that, so say for instance she didn't know that. Are we still to blame her for someone else beating someone to death?

Yeah they're not ideal though boss, you're still advocating blaming a manager at mc Donald's for the police being fucking murderers. I get the outrage but point it at the right people which happen to be politicians and lobbyists not low level corporate employees.
