Why "Plato"? That seems like such a weirdly arbitrary code-word for "marauding terror attack".
Code words and operation names and such are generally assigned arbitrary, often random, words so that you can't get a hint of what's coming when they're invoked. For example "Operation Rolling Thunder" gives some clues that this is going to be a land assault, likely headed by tanks. "Operation Laundryman" says nothing meaningful. Code word "PANIC AT THE DISCO" likely suggests a large-scale response to anybody listening to police frequencies (like perps might be). "Plato" says ... nothing, really.
