Either set can be the top, yes! It’s held together with those T ball and socket pieces, you can see a few on the front (2 of them have a plant piece hanging off them)

Not optional, this is how the set was designed!

Yes! Just to zoom in on one specific detail, the single kit comes with both entire versions of the house. They're separated in the box as well, and comes with an instruction manual for each, so it's perfect for tandem building.
Similarly: the NES with the TV, and the Voltron kit.
