Generally, an artifact should be 100+ years old, but this is a flexible requirement if you find something rare and suitably linked to an era of history, not a strict rule. Anything over 100 is fair game regardless of rarity.

Refurbished I guess?
Cleaned off, but probably untouched other than that. Artifacts like this found in the right environment can be incredibly well-preserved.
How do the eyes still have colour?
In certain conditions, paint can be very well preserved. Painting objects out in the elements, like public statues, need regular touching up, but a piece that's been buried in an arid environment can retain its pigments for an extremely long time. We still find cave paintings, for example.
