You can do that, they're called strapons.
Strapons wouldn't exist if "you can do that".

In the hypothetical world where they don't exist because you can magically conjure or remove a penis by putting on shoes?
EDIT: Actually, I take it back, because in the assumption of the penises being functional it might be preferable in some circumstances to use a fake one.
