Explanation: France is on its fifth republic at this point, labeling each new republic as a new constitution comes into force.

Poland is on its third republic/commonwealth... each one counted as starting with independence and ending with partition by foreign powers.

For obvious reasons, the name of the Third Polish Republic has a bit more emotional pull to Poles than the Fifth French Republic does to France.
