He's apparently a former cop, and those guys have a license to carry by default. Alam ko kasi mahirap (bordering on impossible) makakuha permit to carry if you're an ordinary citizen.
But his gun ownership should be stripped talaga if instances like this he thinks it's warranted to pull one already. Nabatukan niya nga yung cyclist na walang kahirap hirap e.
