Here is the ruling (PDF) itself, all 3 pages of it. It's well worth reading, and comes with this choice quote:

Observing human behavior confirms that for some among us, the perfidious lust for unbridled power and the imposition of cruelty in its quest know no bounds and are bereft of human decency.

Reminder: US federal court rulings are -- rather illogically -- kept behind an online paywall, known as PACER. But the rulings themselves are works of the federal government, and so do not have any sort of copyright.
