By "spying on", they mean he's a voyeur. A peeping tom.

Yes, he will definitely be obeying the law and not buying a burner from Walmart. You can tell by the sincere, contrite look on his face and his obvious high regard for others' personal space and privacy.

Yeah nah he'll be rocking this setup before he goes without his fix.
