These people would know enough about apples to remember the whole phrase about bad ones spoiling the whole bunch

Yep, that means the bunch needs thrown out. You have to start over with new apples. Zero apples are better than having a bad bunch of apples, so I see no apparent risks in simply abolishing certain law enforcement bodies.
