These are very religious people,

Ironically the religious leaders are the ones against nuclear weapons. The ayatollahs aren't as crazy and zealous as western media likes to portray them, they know if they make nukes they'll become a pariah state like North Korea and lose any possibility of relief from sanctions, but they also know that if they never develop nukes the US and Israel can continue to bomb them with impunity. Thus they've taken a policy of always being ~6 months away from having a nuke so they can dash for one in the case of a war and guarantee nuclear sovereignty without violating non proliferation treaties in the mean time. Iran doesn't have nukes because of this, and even if they did they don't have the icbms or the planes to hit the US.
