Donโt know what you mean by based. Yes, same banks are backing WERO as iDEAL. WERO site explicitly says itโs new infrastructure and they are migrating, not upgrading.
But itโs also has nothing to do with WERO vs BLIK. WERO-backing banks donโt give a shit about Polandโs users. Or they simply do not operate in Poland. Say ING, they operate in Poland since 1988 but didnโt manage to rollout neither iDEAL nor WERO. Moreover Polish branch of ING supports BLIK. I donโt know why they cut off Polish users from WERO.
Iโm pretty sure both BLIK and WERO banks would like to keep tech for themselves for sometime to make it selling point against competitors on local markets.
iDEAL is Dutch only. WERO is made by (some of) the people behind iDEAL (amongst others), which is also why iDEAL is turning into WERO soon-ish.
WERO is also just barely out of the womb and is slowly rolling out to a handful of countries first. The idea is that that rollout will grow to other countries after it settles a bit.
BLIK and WERO operate in different "markets" because Poland pays with the Polish Zลoty (PLN), whereas WERO focuses on the Euro. Polish banks were originally involved with the project however, but they withdrew in 2022 (back when the plan was still to setup a rival card network to VISA/MasterCard).
