You're not a civilian if you are an armed settler occupying stolen land. Not even in what I think is stolen land (which is 100% of the "country") but what even the international community, including America considers to be stolen land.

Even if an entire kibbutzem family was bombed to pieces, it'd still be legal according to international law. You can't commit literal war crimes and hide behind being a "civilian".
