I thought he went to Romania because he thought he wouldn't be arrested there?

He did, and then publicly bragged on the internet about how Romania wasn't going to arrest him.

They, uh, didn't take that kindly.

IIRC the agency that arrested him is basically considered the "unbribable" police there
