But Biden did manage to pass another way to handle student debt relief through the form of a revamped income repayment plan, with wayyyyy more forgiving terms than previous plans, to the point that you could essentially be forgiven of your student loans.

That's my understanding as well. The current initiative is far more limited in scope, and pays back students who were defrauded by scam schools.
