I've started noticing this icon more and more: usually on comments with no downvotes. What's it mean?

Yeah, looking at things a bit more it seems they rearranged how votes are displayed.
Instead of a cumulative total at the top, then individual up/down totals at the bottom; they just show the cumulative total with the downvotes next to it at the top.
I could have sworn I had still seen total upvotes at the bottom still, but I'm not seeing them now.
Iiked it better when it showed the breakdown by the arrows on the bottom.
