Nothing compares to Photoshop. While the subscription model sucks, the product itself is top.
But if you want free version, Photopea is an alternative for photo editing. If you are looking for digital drawing Krita is an FOSS option.
Some people will recommend GIMP (because it was the first and only decent free alternative back in the day) but if you have ever worked with Photoshop before you will not like it. I couldn't get used to it at all, the UI is just so bad compared to Photoshop and some key features are so different. But if you have no prior photo editing experience you might be fine with GIMP.
