It honestly probably solves all 4. The one in my city (unfortunately nowhere near where I actually live) has plenty of lathes and will happily teach you how to use them safely and effectively. Also, there's really not that much that goes into safely and reasonably effectively using a lathe at a beginner level.

Edit: well, I guess actually the money for a maker space membership can be non trivial depending on the space, so maybe it solves 3.
