That’s the wrong photo. They’re building “luxury” condos/apartments that they can sell/rent at higher prices.

In bad country they allow monopolistic corporations with free government money to sweep in and outprice entire towns. They purposefully use expensive construction with their crony developers to make it so no one is able to grasp on to generational wealth. This keeps the population in a constant dread of making any mistake that would make them homeless.
