Texas received 53 out of 350 points for its 2023 Life, Health & Inclusion score, giving it an F in its Top States grade and the lowest nationwide, securing its number one spot on the list.

It’s like a reverse migration ranking. The states that the most people are moving into are the “worst to live in” and the states those people left are the “best to live in.”

That makes these rankings almost useless except as consolation to the states with declining populations.

I don't think it does. People moving there doesn't mean that the negative things mentioned in the article don't exist. People could be moving for a multitude of reasons.
