Greater Goods makes good scales at a solid price. I'm going on 3+ years with their basic one.
The rhino coffee scales are a great all rounder they fit under the espresso head and they are good enough for a pour over.
The biggest drawback is they're not the biggest, but they're cost effective.

Yep, the water too
Yes. Weighing the beans helps a LOT with consistency. Trying to measure them by eye can have you off by more than a third sometimes.
And weighing the water is convenient and easy if you're already weighing beans.
