https://www.hetzner.com/cloud/ has 4gb and 2 VCPus for 3, on shared arm instances, if im not missing something.

Or you can get a free iirc 28gb ram and 8cpus on Oracle cloud, but youll probably have to be patient and try it several times, since they have limited number of instances they provide. From what ive read, it takes a few days of trying here and there, if youre unlucky, or there are scripts that automate the attempts on github.

Oh, I've totally skimmed over that requirement. They are, but they do offer servers in the US region, if that's sufficient.

I use Hostinger VPS KVM 2 for personal uses. 8GB 2vCPU, 100GB SSD. 1 Snapshot & weekly Backups.

+ Many options for OS/ Management and great support!

Oracle Cloud Infrastructure "Always Free" tier? I've got a couple of servers and haven't even scratched the surface of what I can do for free.

If ARM64 meets your use case, you can have up to 4 CPUs with up to 24(?) GB in any configuration. (ie, all on one server or spread across multiples). I have a 2x12 ARM64 and a 1x1 AMD64, both running Ubuntu.

Their service is divided into regions, so you can pick from a few locations in the US, 2 locations in Canada, and other locations around the world.
