It seems like there is no order to it, and there doesn't appear to be any way to change it? I would like to sort by "top"

There are some icons at the top of the page and the second from the right lets you select new/active/top:

Edit: it doesn't remember the order to set the default, but there are options for that in the settings.

The setting you linked shows the sorting for posts, but not for comments, correct? I was specifically talking about comments

They're talking about comments in a post, not the overall post list.

There are sort options on the top of the comment thread. Is that what you mean? options

Yeah, I see those options on the web app, but I don't see them on Jerboa. Am I missing something?

There was a pull request for comment sorting in jerboa and it is released in the next update.

Dev knows about it and I think he said it's coming in the next release.

They exist for posts, and will be in the 0.0.34 release. You can get it right now at F-Droid or on GitHub. Or just wait a couple days and it'll probably be available through Google Play.
