I remember the movie, but I don't remember any characters who look like this. Maybe it was an early design for a less physical General Kael? Or perhaps there was another role in the film for an advisor to Queen Bavmorda. His cowl piece looks similar to the queen's crown design.

To me, it just goes to show how movies can go through so many planning-aspects, with the final-product barely resembling all the initial work put in to it, you know?
