This video is biased.

The bill was introduced by a Republican, and has not been endorsed by Biden in any way. It only passed with help from the Democrats though, as 20 house Republicans actually voted against it.
The bill is designed to a be a tool used to punish colleges that allow ant-semetic speech (protests) by threatening the federal funds they receive. That is the entire extent of it's legal power.
This Republican-controlled House of Representatives has passed several reprehensible bills in the last 4 years that died in the Senate, as this one is likely to do.
