Yep. It's the strategy to ensure people remain desperate and too afraid to do anything.

How long until Florida reintroduces "apprenticeship programs" to deal with the shortage of agriculture workers their immigration policy has created.

I'm ever so slightly disappointed that they didn't work in the recent statement about teaching the slaves "skills" to benefit them.
