I've always read that it's not good to directly exercise your neck. I have neck issues anyways, so I follow that advice. It gets enough work from shrugs, standing overhead press, and standing barbell rows to stay proportionate.
From my personal experience, the shaking action(have not tried shake weights) is not useful for muscle building.
Started isometrics where I push against the sides of my heads and resisting it.
Yeah, my physiotherapist basically gave me that excercise when I had neck pain.
You can add another dimension by pushing up against your chin and resisting and locking your fingers behind your head, pulling forward and resisting.

Wrists are another one but I don't have a link on hand (ba dum chhh) for that.
