If I had to take my guess, it's probably more of a message to the west, because an ICBM can easily have a nuclear warhead instead of a standard warhead. Similar to how Iran launched all those drones at Israel in April, knowing that they would not get through, but that $2,000 drones would cost millions of dollars worth of missiles and aircraft to take out.
