Thia does not look like Google Docs alternative. Readme.md says that it is much more limited, with the purpose of simplicity.

You want something closer to FOSS alternative to Google Docs?
Check out OnlyOffice anf Collabora office. Both can be integrated into NextCloud.
Or CryptPad, that is also good one.

Then go a step further and check out OpenDesk, a project that aims to be a collection of various FOSS services in order to create an alternative to Microsoft Office 365 / Google Suite.
It is being heralded by ZenDiS, which is mentioned in the post that you linked to.

Who controls the data for these collaborative documents?

You can self host it

I would be more comfortable if this Google Docs alternative wasn't hosted on a French government server.

I trust the French government more than I trust Google. But the good news is, you don't have to: its fully open source and you can self host. Instructions are available here: https://github.com/suitenumerique/docs/tree/main/docs

Honestly, it looks quite nice. I think I'll have to give it a spin.

Edit: forgot this was not a self-hosted community, so self-hosting is probably not a solution for everybody.

Nice!

I wasn't aware. Thank you for the precision.

Well, it can be self-hosted

How does it compare with etherpad?

I think Europe really needs to come up with an open source publicly funded alternative to the Google and Microsoft ecosystems.
