i wonder how long it will take to recover once the full force of american capital is used to make recovery a priority and i dread hearing about the humanitarian fallout from doing so.

That's the beauty of these moves by China, no amount of money can solve the problems they create quickly. It took China, with its full resources of state planning, decades to build their supply chains to this point. Neoliberal capital simply can't compete with that. The US has never more been a paper tiger.
