The only thing I can guess is that that poster is confusing industrial ethanol imports/exports used in fuel and other applications, with ethanol produced during beer/wine fermentation for human consumption. It reads like that poster believes ethanol is added to beer and wine.

He went further than that in subsequent post, by posting definition of ethanol being an alcohol. It seems he thinks beers and wines are being produced by mixing pure alcohol with some other substances, like juice or something 🤣
