Ok, but did the case go anywhere? Because you can file a suit for just about anything but a judge still has to OK the case going forward.

Apparently a satire British tabloid put out the story:

"The mugshot that appeared in the story belonged to a young man named Sam Ogden, who was ridiculed by British tabloids after appearing to cry in his photo. He was arrested in the U.K. in 2018 after being suspected of attempting to steal cars. His case had nothing to do with dogs." - Snopes

Hilarious but in a different way. Get arrested as a suspect of car theft and cry in picture, satire site smears you about you getting raped by dogs.... Hmmm that's kinda fucked up actually. That's actually really fucked up.
